Priority Domestic mail - E2E J (Jour-Day) N Delivery Standard
In the green paper on postal services in 1992 the European Commission emphasized the need to establish common rules for the development of community postal services and the improvement of quality of service. The Commission identified requirements for quality of service measurement that also include Independent end-to-end measurement capabilities. End-to-end is the process of mail from when it is placed into the collection/acceptance system to the final delivery point under the responsibility of MaltaPost p.l.c.
The objective of the measurement is to estimate the transit time of domestic priority mail as requested by Malta Communication Authority (MCA) in the quality of service requirements decision notice dated - 6th December 2007. The overall transit time quality of service is expressed as percentage of mail delivered within J + n days according to the EC postal directive.

Quality Results
As from October 2005 this E2E measurement is being performed by an Independent Consultancy agency. MaltaPost p.l.c. must provide MCA with the QoS results on a quarterly basis.
Domestic Priority Mail
All local priority mail posted before 1900hr between Monday and Friday and 1500hrs on Saturday will be processed on the same day and delivered on the following working day. For Financial Year 2012 (October 2011 - September 2012) the MCA set target is that of J + 1 94%.

Inbound and Outbound Cross Border Mail
Substantial investment was made in the setting up of the diagnostic infrastructure, including the installation of two RFID gates at the main Office of Exchange in Marsa.
MaltaPost joined the IPC UNEX System in April 2001.

Inbound mail
Inbound cross border mail (international mail to be delivered in Malta) that arrives at OE Marsa before 1900hrs between Monday and Friday and 17.30 hrs on Saturday will be processed on the same day and delivered within the standards and exceptions as those identified under local priority mail. For Financial Year 2012 (October 2011 - September 2012) the MCA set target is that of J + 1 94%.
Outbound mail
Locally posted mail, addressed to all EU and industrialized countries, that is posted before 1900hrs between Monday and Friday and 1500hrs on Saturday (excluding public holidays), is collected, processed and dispatched to destination (loading on aircraft) by the next working day. Mail to the rest of the World is dispatched once every three days.
The Financial Year 2012 (October 2011 - September 2012) the MCA set standard for EU countries, Australia, Canada and USA is J + 1 94%, whereas for all other countries the MCA set target is J + 3 99%.
