A new U.S. Executive Order will end the current duty-free threshold for international postal shipments to the USA, effective 29 August 2025. This means that all goods and parcels sent by post from any country worldwide (including Malta) to the USA will be now be subject to customs duties, regardless of value or origin.
This change affects individuals and businesses globally, including those in Malta, who send parcels through various channels (including postal networks) to the United States.
Postal operators across Europe are actively working together on solutions to meet the new requirements imposed by the USA. However, key details such as how U.S. customs duties will be collected and what data must be submitted to U.S. Customs have yet to be fully defined. Limited technical guidance was only issued on 15 August 2025, leaving little time for full implementation by the deadline imposed.
As these critical issues remain to date unresolved, postal services from Malta to the USA may face disruptions or delays. This could also result in the temporary suspension or restriction of postal shipments from Malta to the USA.
In the interim and effective 22 August 2025, all goods and parcels sent via MaltaPost to the USA will only be accepted if they are insured for their full value.
